Regional Structures Reviews and Reports – December 2025 HBREDA

In December 2025, the Matariki Governance Group received two reports from Hawke’s Bay Regional Economic Development Agency (HBREDA) outlining findings from the regional structures review and recommending a preferred future model.

The reports assess how a refreshed regional agency could better deliver shared priorities and strengthen regional leadership, coordination, and investment attraction. The Board recommended an “Enabling” agency model to lift capability while remaining affordable.

Since the reports were tabled, the Government has announced its ‘Simplifying Local Government’ proposal. Regional leaders are now considering what this means for future structures. While the form may evolve, the shared commitment to delivering strong regional outcomes for Hawke’s Bay remains unchanged.
